Hi, I've contacted some CD vendors that were providing old Debian releases to update to the newest release. One of them replied, that he was unable to create DVD17 with the jigdo file both i386 and amd64. He asked for an alternative download of the ISO but IIRC we do not provide torrents for these.Maybe you can check if there's a problem with DVD17.
