Yes, indeed. locale-zh is for glibc 2.1.x and is in fact incompatible with glibc 2.2. I know there is a whole bunch of problems with Chinese support in woody at the moment with respect to the new glibc 2.2 and XFree86 4.0.1 upload. I wish I have more time to address them now, but probably won't have time to do so until December. (School projects deadline coming up very quickly...)
