If you have the sources (check for /usr/share/i18n/locales/zh_TW.Big5 and /usr/share/i18n/charmaps/BIG5) and assume those are the correct ones, do the following as root: localedef -f BIG5 -i /usr/share/i18n/locales/zh_TW.Big5 -u mnemonic.ds zh_TW.Big5 You will have a complete locale for zh_TW.Big5.
