big5和gb编码共存不是问题吧，maillist在这方面好像也不会有问题，由于大家使用的邮件客户端不同，所以为了方便没有必要强制改用utf-8编码吧。使用少数民族语言我认为是会影响阅读理解的，debian的讨论我想按语言分就好，而没有必要按所谓国家、民族分。个人认为交流方便是最重要的，编码可能解决了传输问题，但不能解决人理解不了不同民族语言的问题。
