我这里没有问题
    LC_ALL=en_US.UTF-8 /usr/bin/emacs23-x
可以激活 scim，能够正常输入中文。

你的配置是怎样的？发行版？scim 版本？环境变量？

一般情况下，scim 用 im-switch 配置一下就可以很好的工作。
