bootstrap-vz provides builders for several cloud/virtualisation systems,
from a config file. But it generates raw/qcow2/... images no tar. A few
still require a connection to a real environment I think, at least for
Amazon EC2, not sure there is any tool for this case that fully build an
image "offline".
