How often does this problem happen for you? I build the Amazon EC2 AMIs and use them quite regularly, and have never encountered this problem. So unless there's something non-deterministic about systemd's dependency handling, I don't think this is your issue. Are you able to extract the contents /var/log/cloud-init-output.log from your instances? I'd be curious to see if it provides more insight into what's failing. noah
