You might be thrown by the cmdline for pid 1 - the binary is named
/sbin/init, but it comes from systemd.  For instance, on my laptop:

$ ps x -q 1
    PID TTY      STAT   TIME COMMAND
      1 ?        Ss     0:36 /sbin/init splash
$ dpkg -S /sbin/init
systemd-sysv: /sbin/init
