Actually: anything the committee does, as a whole, must be ratified by the committee. Since the quorum is two, and the voting period is a week, this means either: [1] Two people agree and no one disagrees for a week, or [2] More than half the people on the committee agree, or [3] More people agree than disagree by the end of a week [and more than one person participates].
