I think the header is probably added by the list software when the message is exploded to [email protected]. Below I enclose headers, at various stages, of two messages. Firstly, a message sent by me to debian-ctte@lists. Secondly, one sent by me to a bug assigned to tech-ctte, whose maintainer is debian-ctte@lists. What we want is for the list software not to add Mail-Followup-To for messages which come via the BTS and have NNNN@bugs as one of the recipients. Or alternatively for such messages perhaps to have NNNN@bugs as the M-F-T. But that's probably all too complicated. An simple change which would be satisfactory would be for messages to debian-ctte@lists to never have a M-F-T added.
