Bug#727708: Go with Upstart

While systemd is my favorite init system. Debian will probably be better 
off with upstart for the reasons Ian said, especially portability. The 
reason Fedora and RHEL didn't have a problem is they only use the Linux 
Kernel, while Debian also uses kFreeBSD and the GNU Hurd.
