No, looking at the votes so far you are absolutely not deadlocked since 
you might have a winner that is considered acceptable by all 8 members 
of the TC:

The most problematic option for many TC members is not D or S,
the most problematic option is T.

If Colin joins Ian, Andreas and Steve in voting DT and UT below FD,
then T is dead.

But DL might beat FD 8:0, and will likely be the overall winner since it 
is expected to beat UL through the casting vote of the chairman.
