For digital electronics there is tkgate http://www-2.cs.cmu.edu/~hansen/tkgate/ Alliance http://www-asim.lip6.fr/alliance/ For PCB design Eagle http://www.cadsoftusa.com/info.htm commercial, but there is a limited freeware verison. General design (Digital and analog) gEDA http://www.geda.seul.org/ . A work in progress, but tools that are completed are usable. Non open source solutions include Altera http://www.altera.com and Mentor Graphics http://www.mentor.com . These are commercial, but run well under linux.
