For digital electronics there is

For PCB design
Eagle http://www.cadsoftusa.com/info.htm commercial, but 
there is a limited freeware verison.

General design (Digital and analog)
gEDA http://www.geda.seul.org/ . A work in progress, but
tools that are completed are usable.

Non open source solutions include
Altera http://www.altera.com and
Mentor Graphics http://www.mentor.com .
These are commercial, but run well under linux.

The above are ones we use are have evaluated. There are other 
capture os simulation tools out there, but I have not gto round 
to investigating them.
