I'm pretty sure that some intergalatic law or other prohibs descrimination based on species (or kingdom, or phylum, or class, or order, or family, or genus). Of course this does raise the question of whether there are any other sentinent species interested in contributing to Debian.
I'm fairly sure they would be using an architecture not currently supported by Debian.
