What we understand as a CDD is explained in

It is not mandatory to use the tools you quotet nor is it mandatory to use
the cdd-dev (which will be replaced by cddtk in the future) package to build
meta packages. This list is just for the discussion how we could make the
work to build a CDD easier by developing some common tools.
