In bug #187064 I talk about changing the robots.txt file so that someone could use google to do searches, or to actually implement a text search.
One could then search for "Reported by: Steve Kemp <[EMAIL PROTECTED]>;" " is An Thi-Nguyen Le <[EMAIL PROTECTED]>; Source for " site:bugs.debian.org to find all bugs reported by Steve Kemp AND with the maintainer An Thi-Nguyen Le. Alternatively OR could be used. Although this could turn up false hits, I think that they would be unlikely. What would be even nicer is if the BTS was stored in a DB that could be queried using SQL.
