There is no information in debbugs on how to set up the web server. In particular the redirections from bugs/xxx to Bugs/cgi/bugreport.cgi?bug=xxx, etc... You could ship an example apache conf or a .htaccess. I think it is better if all debbugs website have the same shortcuts by default.
