terrorist closing all bugs

It occurred to me that a terrorist or broken spam program could do
$ seq 111111 222222|xargs -n1 -i mail [EMAIL PROTECTED]
I hope it wouldn't be too hard to reconstruct afterwards.
One couldn't just reopen them all, one just wants to reopen ones
closed by him.  Hmmm, perhaps do hourly backups of the state of the
bug system?
