You're approaching the problem from the wrong angle. You didn't miss anything in the syntax, rather in the purpose. "notfound" performs the exactly opposite action of "found" - it removes a version from the set of "found" versions; for #586646, as you noted yourself, that set only contains "revelation/0.4.11-6", so asking debbugs to remove 0.4.11-9.2 from it is a no-op. The documentation at http://www.debian.org/Bugs/server-control#notfound makes this clear, imho, but I'm sure updates to improve the clarity would be welcome.
