currently the BTS displays a randomly generated "icon" for a bts-user if no 
avatar can be found. IMO the default should be not to display any icon if no 
avatar exists.

And no, I dont think this is a wishlist bug.

I've changed the default for our debbugs install to show a transparent
png in cases where there isn't an avatar.
