I think the two environments (GNOME and KDE) must have standardized appearance. Same visual identity...
Clearlooks + Tango Icons are a good option. I'm drawing some new themes for etch, based in "blueish" idea. I am not sure; again this probably depends on the GNOME and KDE desktops themselves, and whether the version we will ship with etch does that upstream. I am no expert on this, though.
