It's generally usable for the desktop environments targetted by desktop-base and all three of KDE, GNOME and Xfce support it. We can build something more clever than alternatives that would use PNGs for other desktop environments, but this is not the main target at desktop-base. There's an important in using SVGs: it will show up nicely whatever the resolution, be it 800x600 or 1600x1200.
