connection time out

Hi all, I hope somebody can help me. I installed a Debian server with 
apache, mysql and php(webserver). I tried to connect remotely to the 
server and I get the message "connection time out". I tried to connect 
with sftp(winscp), telnet and also I installed a mail server,I can send 
mail but cannot receive mail, I receive the same message in the mail 
"connection time out"
