It has been disabled by default in gnome-session. README.Debian
documents the reasons for this, and how you can enable it again:
"Displaying a splash screen implies a noticeable delay in login for
most users,
hence it's disabled by default. You can enable the default splash
screen by
setting the splash_image GConf key to a relative path below
/usr/share/pixmaps,
the default splash of the gnome-session package is
splash/gnome-debian-splash.png:
gconftool-2 -s /apps/gnome-session/options/splash_image \
--type string splash/gnome-debian-splash.png
Some theme packages might provide other splash pixmaps, notably
desktop-base."
