There are no "branding" themes of any kind on gtk/qt.
Or maybe you wanted to point xfce/lxde/gnome/... as "relevant projects".
But these projects already use their custom gtk/qt theme. For instance:
Oxygen Qt theme for KDE.
I think you're mixing everything.
If one wants to create a custom gtk theme for Jessie/XFCE, I don't see
why it should be allowed.
Or could you develop your thoughts ?
