I would like to have that done too, with a few reservations :
- If we make it a recommend / depends I'd like to see it activated by default, 
as that's what you'd expect next.
- But current Plymouth integration in Debian is kind of minimal and I wouldn't 
recommend making it a default. For what I know the text fallback for 
non-graphical VTs is not in good shape, and even graphical integration is 
lacking on probably everything but luks password input and a nice animation. 
:-) (Thinks fsck feedback, system messages and system states like restart, 
hibernation…)
