There is now a fixed severity in the bug tracking system. Typically only the maintainer is allowed to close bugs in a package. The fixed severity is for NMUs that fix bugs and for when a bug is fixed but the maintainer seems too busy to close it.
When the new upload procedure is implemented, dinstall will recognize NMUs and set their severity to fixed rather than closing them. Guy
