Bugs are release-critical if they fit the three criteria below:
1 - the relevant package is in an architecture that is being released, currently
i386, m68k or sparc
2 - the relevant package is an a section that is being released, currently
main and contrib.
3 - The severity of the bug is important or higher (grave,critical)
Besides that the releasemanager (Brian White) can decide to ignore certain
bugs.
