  Supongo que est�s en sid, yo que tu descargar�a la �ltima versi�n del
  'apt' con el wget y la instalar�a con el 'dpkg':

    # wget http://ftp.es.debian.org/debian/pool/main/a/apt/apt_0.5.5.1_i386.deb

    # dpkg -i apt_0.5.5.1_i386.deb

  Con esto creo que resolver�s tu problema ...
