I don't know exactly. It's because most of the Debian lists have always been 100% open... and requiring a confirmation would close the list for complete newbies who can't understand the principle. I for one would be ok to test TMDA at the PTS level if someone shows me how to integrate it nicely in the current setup. But you know master.debian.org is running potato and I don't know if the TMDA in potato is well suited ...
