In most cases, the PDF is not the source. If you want to comply to the ftp-masters' current rules, you could easily extract the text and images from the PDF using the available free tools, and create a LaTeX file from it (or OOwriter if you prefer). It would be some work to re-add the markup, but it would be doable, and you could generate a PDF file from it and ship it in a separate source package, with its LaTeX source. If the PDF is frozen documentation, it's probably worth the effort. If upstream changes the PDF with every new version, you should ask them for their sources instead.
