Hi David, thanks for taking the initiative of improving the management of meta-packages. As you see now, it is a big project !
Like any major change in the package management system, the safest solution to the problem is patience: implement the solution in given release, let the users have update all their core package management programs in the next release, and start to distribute new meta-packages in the next next release. It looks like a long process, but it also remove a lot of constraints. And do not worry on having to wait… time files amazingly fast !
