I see the benefit of such kind of bootstrapping package since this process:

- installing the package
- adding the language
- removing the package (optional)

is obviously simpler and cleaner than this:

- manually unpacking the tarball
- adding the language
- removing isn't possible

and definitely simpler than manually adding a lot of .po via WUI.

That's why packages have been invented for, haven't they?
