My /etc/init.d/bind9 has:

DISTRO=$(lsb_release -is 2>/dev/null || echo Debian)

 lsb_release seems to call apt-cache policy.

On one hand, the value of $DISTRO doesn't seem to be used anywhere. So
I am not sure why this is needed.

On the other hand, so what if it calls apt-cache policy - does that
matter? Maybe apt-cache policy is broken on Mike's system?
