It's called pull-debian-source

$ pull-debian-source mypkg
$ pull-debian-source mypkg experimental
$ pull-debian-source mypkg 0.2.3-3.2

It uses the archive & snapshots to pull in historical versions.

>From the ubuntu-dev-tools package available in stable and up.
There is also equivalent pull-lp-source with same arguments to pull
ubuntu packages instead of debian.
I haven't seen similar tool for other derivatives.
