Sorry, yes, good point.  I should have been clearer.  I assume the goal
was to get both into a stable release.  If people wanted to upload FFmpeg
only to unstable without propagation to testing or making it part of a
release, that's a possibly different situation with different tradeoffs
and issues involved.
