I find the idea interesting, as well. I believe the concept also breaks down for native, and native-like, packages. DDs are (perhaps?) the ones most likely to see software needs in the Debian ecosystem. Suppose DD-A sees a need and writes useful software DebFoo for Debian. Would they be permitted to package it, or would DD-B need to package it? Food for thought. -m
