My memory about Pkg.jl's behavior is fuzzy. At least currently I don't know how to build e.g. Arpack.jl from source instead of using their pre-built binaries. Pkg.jl document mentioned nothing about prebuilt binaries: https://docs.julialang.org/en/v1/stdlib/Pkg/
