The Rust community's expectation seems to be that you would install cargo, and use that to download and build the clap package directly from upstream, without apt/dpkg being involved at all. You would only use librust-clap-dev if you were building *a Debian package* that build-depends on librust-clap-dev (because we have a policy that our archive must be self-contained, so downloading dependencies using cargo is not allowed). smcv
