Hello,perhaps it should just be disabled for teams/packages that use salsa but do not use gbp? Also, not using salsa shouldn't be an error, since AFAIK it is not compulsory at all.
Nowadays, I'd agree not using salsa is not an error, but it is undoubtedly a “smell”. It can be justified by many reasons, of course, but I think it's correct to make it stand out.
