FWIW dpkg-source seems to have a lot of trouble with this change too:
dpkg-source: error: diff .../debian/patches/move-style-1 modifies file .../underlays/basewiki/style.css through a symlink: .../underlays/basewiki/style.css
or
$ dpkg-source --commit --include-removal dpkg-source: error: cannot represent change to underlays/basewiki/style.css: dpkg-source: error: new version is plain file dpkg-source: error: old version is symlink to ../../doc/style.css dpkg-source: error: unrepresentable changes to source
That might be surmountable by formatting the patch differently (or doing this all upstream and not with patches)
