I believe helmut is working on tooling to enable us to do exactly that. A bit unsatisfying is that all we can do is (another) binNMU and hope the problem goes away.
The problem is very similar to "reverse dependencies require a rebuild due to a soname change."
We could improve that with some extra infrastructure on the autobuilders that allows specifying a stronger version requirement for a given build dependency from a central place ("for all packages that build-depend on x, require at least version y").
