I have never seen such a summary before. When the full license text isn't used I only know the variant which redirects the reader to the original license. Here
is one example [2]:

License: CC0-1.0
On Debian systems, the full text of the Creative Commons Zero v1.0 Universal
 can be found in the directory `/usr/share/common-licenses/’.

License: GPL-3.0-only
On Debian systems, the full text of the GNU General Public License v3.0 only
 can be found in the directory `/usr/share/common-licenses/’.

And which tools in Debian do use the summary texts in this PR?
