I don't agree. I don't want to blame anybody since i'am not yet able to correct C programs, but dpkg need to be worked on. I'm french and i've set LC_ALL=fr_FR, you can't imagine how many times I had a dpkg core dump because of this (it's reported many times in the BTS).
