MIT Kerberos (4 and 5) is open source and provides strong authentication (and optional encryption) of telnet, ftp, rsh, rcp, and more. Kerberos 5 is currently US-only, but Kerberos4kth is a foreign implementation that is available at nonus.debian.org. I believe this site also has an SSLtelnet program, built using SSLeay.
