I'm not sure about this right now. The following needs to be adressed: 1) Marco expressed his desire to have a HOWTO/ section for all howtos (and he agrees that all howtos should be also referenced in the main sections somewhere). 2) We have books that have a scope that is far broader than even one of the top level sections. It would go in some sgml section (but please don't ask me where right now, it is all in flux at the moment, as I'm to the transition to my second draft).
