If your analysis of the situation is correct, I would suggest filing
at least a wishlist level bug against debiandoc-sgml.  I think true
internationalization is or at least should be a priority for slink and
beyond.

[NB: I shudder to think what a pain in the butt software must be for
non-english speakers.]
