Thanks for the suggestions. However, I'm not sure if this applies to the d-i manual as it doesn't use debiandoc (don't ask me why not). I discovered last week that there's a Chinese translation for the manual that uses po4a for translation and managed to use the manual's build system for Chinese pdf with fairly minor adaptations. I tried to apply their method for Japanese but got completely bogged down because of a lack of background in LaTex. I've given up, but Nikolai Prokoschenko tells me he is working on a structural solution (using DB2LaTeX). I have forwarded your info to him.
