First: Thanks for caring about the Debian documentation. The "Debian GNU/Linux System Administrator's Manual" seems to be a work in progress, where any progress stopped about ten years ago. Most chapters are empty. It's broken. Please file a bug report (see http://www.debian.org/Bugs/Reporting for details).
