For example, libc6, mawk, and makedev are "Priority: required"
and "Section: base" but are not "Essential: yes".
But they aren't "Section: base"...
libc6 is libs, mawk is utils, and makedev is admin.
uhmm... and 'base' is not listed as a section on policy 3.8.0 (section
2.4)...

Hi Ruben,
This was apparently part of Debian Reference, not of the Developers
Reference. But it also since then been fixed in the Debian Reference, so
I'm closing this bug.
